This tutorial should show you the creation of naturally looking lightnings breaking the clouds.
First, create a new image and fill it with a gradient like shown here. I’ve chosen 0:0:0 as foreground color and 191:191:191 as background color.

Now, create a second layer above the gradient. Set its mode to ‘difference’. Render a plasma <Image>-Filter-Render-Clouds-Plasma… and desaturate it.
You should get something like this. Try out different plasma to achieve the desired shape.
Merge the both layers and invert the colors.
Here comes the tricky stuff. You have to play around with levels. I propose to start with the values shown here.
Your (possible) result.
Play around with color levels and/or curves to get a blue shining into your image.
That’s all! Rotate your result, blur it, rescale it… Have fun!
